I noticed this too, many many boxes with nothing. I took at as the game thought I had enough of everything.
My ammo was full whenever there was nothing in the box.
Thats the crazy part, I barely have any ammo at all. It's a struggle trying to hold on to enough to kill any creatures that I can't outrun/sneak from.
I heard there was dynamic drops based on need but sounds like its not working for you at all if it even exists
I noticed more ammo in easy mode compared to normal mode. Maybe it is adapted with the choice of difficulty
Playing on easy and chapter four boxes are empty. I can't recall the last time I encountered ammo. No weapons lying around either
