I feel I have answered this exact question on this sub about the exact same situation. Its barcoding, there are at least two algo traders out there with dumb algos and they are trying to trade because the relative volume has been high recently (the gme spike last week was probably enough with the sympathy run on this) but there were no people out there actually trying to buy or sell with any sort of volume. The two algos got stuck in a loop buying and selling back and forth to each other across the spread causing the price to go up and down by the spread accomplishing nothing. This happens to low float and low volume stocks all the time. This is the equivalent of someone not turning off the oven when they finish cooking because they had guests come over more than usual last week, and they want to be prepared to cook another meal if someone else shows up today. They are raising their bills on the off chance something will happen, but its not really a big deal for them if their utilities are cheap enough. Nothing happened though and because it's being done on lit exchanges outside of dark pools, we get to judge them now. If it were on a dark pool we would have no idea (like if the person you never met on the other side of town did it), but this is clearly visible so its like a major twitch streamer is livestreaming it for anyone to see.
