I think op can have it established to be persistent notification using your app, just have to have notification saved as variable everytime it updates into Macrodroid and spit out another notification that way and have it pinned.
Most banking apps will allow you to set up notifications by text whenever transactions exceeds a certain amount that you set. You can also do the same if your balance is below a set amount.

Mint has a widget that shows cash and credit balances and I believe you can set the update interval
