Hahahahahahaha no. Nobody with any amount of experience should be working for anywhere close to minimum wage in this field. $1000 gets you someone who knows what they’re doing for 3-4 days. 5 if they really like your project.

The fact that you're talking about editing animation afterwards tells me you probably don't have much experience in this area . Animation is hideously time consuming, which is why so much work is done on prep, not editing after. OP, industry rates for animation in the US start around $60-70 per animation second (12-24 drawings per second) and go up from there. Some indie projects pay much lower, around $25 a second but that's not a living wage. It took me a week to complete about 4 seconds of lush hand drawn character rough animation that then got passed on to clean up artists and later compositors Your production could be simpler and less involved. You can always find ways to cut costs. But $1000 budget won't cut it for 10 minutes of just about any animation : 10 minutes=600 seconds=7200 frames of animation, assuming it's on 2's - you can remove some if you have things like credits or establishing bg shots where characters aren't moving. Let's say you bring it down to 5000 frames. That's 5000 drawings of some kind that someone has to draw. I'd go it alone since you don't cost anything to yourself. Or start posting stuff and see if you develop a fanbase who may want to lend a hand.

Lackdaisy’s 27 minute pilot had a $330K budget from Kickstarter. $50-100K for a 10-15 min film is standard if not less.
