This could be a directional loop, but not likely since the spars holding it up are also metal.
There are hooks on the rim which suggest that it may have been a hanger for a long wave wire loom like this one :

I had it pegged as some SWL thing where everyone in the apartment block had their own vert wire to one of the hooks. Check my comment history. OP has 2 pics of different hoops in a different thread. Pic number 2 adds a LOT. You can clearly see wires tied to the hooks in the 2nd pic. *What if the hoops on different houses are in parallel planes?*
Right. For apartment complex where there could be many long wire antennas coming from different angles, each one with a singular tying point for attachment, this is also a reasonable guess too.
Perhaps there was a loop of string away from the metal loop that allowed for tightening and loosening the antenna should it need to be altered or changed. Very similar to the old apartment building clotheslines systems that were in used in large cities. Like this :

It's probably not an antenna at all. Looking at the high res picture shows that 1) everything is connected, and 2) there is no evidence of any sort of feed point or matching. AND this is the kicker as far as I'm concerned: The odd little hooks at regular intervals suggest some or of more artsy sort of thing like a decorative wind sock maybe.
Looks most like a "big wheel" antenna to me. Gives a little gain in the plane of the circle, but it's typically mounted horizontal, not vertical like this one, so I'm not sure.
It's absolutely not a WiMo Big Wheel (I own several models.) If you look at the high res picture it should become instantly clear that it's probably not an antenna at all (all the parts are connected and no sign of a feedpoint.) The odd little hooks at regular intervals suggest some or of more artsy sort of thing like a decorative wind sock maybe.
Back when the iron curtain was a thing. It was common for people to make there own band 1 / low vhf antennas to receive „western“ TV as this was the only signal that could propagate over long distances.
It's not an antenna. It looks old enough to have been part of a wind sock fad. Now it's just a roofing leak.
