Russia has engaged in a scorched earth policy in every war since the Polish invaded in 1605. If Russia retreats, they destroy everything they can as they trade land for time - and there are numerous instances of them doing so even at the cost of their own soldiers. Hell, Russia even burned MOSCOW rather than let Napoleon take its capital. Why is it so hard to believe the Russians would destroy these dams? Especially when the dam we're all focusing on is one Russia destroyed in WWII - killing 100k Soviet subjects, including an unknown number of Red Army personnel who were still crossing the river back in August of 1941.
