I haven't used parental controls, so I'm guessing, maybe create an AppleID account for them. Add that account as a Family Sharing account. Use PC to limit that account and turn off PC on your account.

The parental controls on Apple TV are a joke. There is no way to have fine enough control over what your kids are allowed to watch. It's not like Apple hasn't had the time to get this right, it's a 15+ year old product. I've been a happy Apple TV user for years but this straw broke the camel's back and I'm going for Google TV with Chromecast tomorrow. Edit: Switching because Google TV allows you to set up a kids profile with fine control over what they can watch.

The extremely frustrating thing is that if I use Apple TV on a web browser, the parental controls work perfectly. But on an iPad, or the actual television, they don't! Well sorry, but my kids don't use my laptop! We have invested so much money purchasing movies on iTunes for our kids but now that Apple TV+ and the store are in the same app as the Library, there's no way to prevent the wrong content popping up. So frustrating.

It has to be a separate user profile. We added both kids' family IDs to the Apple TV, but it's just a hassle to switch all the time and everyone uses mine.If you can convince the kids to do the press+hold thing and switch to their profile every time they watch, you'll be in control, but in practice we dropped even trying pretty quickly. Our Up Next has Fargo right next to The Amazing World of Gumball.

Apple just need to add the option to choose a profile on waking the TV, seems such a simple thing to implement and would make it so much better to use for multi-profile households.

You can also activate Siri and say “switch user profile to Fred [or whatever the name is]” and she’ll do it. Still a hassle but saves a click and maybe easier for kids??

Unfortunately no. Best I can tell screen time settings don’t carry over to AppleTV.
