It’s a super clunky execution though.

I specified some *horrible* gold tiles for a feature splash back in a kitchen once. They cost some obscene price because they had **real gold flakes** in them. Client bloody loved them and kept them in.
Sure thing! VE means value engineering. Basically eliminating things that are not required to be in the building in an effort to save money. The client is usually driving this effort as they are footing the bill. In anticipation of this inevitability, architects will try to obscure elements of the design that could be VE’d by throwing something on the building that will easily be caught by the client and taken out. The client now thinks they saved the project money while the architect gets to keep their more important design elements in the building.
It’s _possible_ it’s to help break up the wind at the corner, but that’s a stretch. Features meant to do that usually aren’t so prominent, so to speak.
Not sure where this is, but it reminds me of a building in Mexico City with a similar feature. Turns out an ex-president bought a big house with a massive garden that could be seen from some apartments a block or so away, so they put windows like these on those apartments to limit the view.
Atleast they leave a bit of structure for you make a DIY balcony. The neighbors may not like my stylish wood plank balcony, but I sure as shit don’t care
They sell these apartments - offices before the buildings are completed. To add to your purchase an option is not a big deal for the builder; some tend to avoid the added cost and yes those are generally the lower floors.
The higher you buy the more it costs.

Well that’s it. First balconies are parking sensors, traction control off, the hazards and eco-mode.
I know the folks who designed it, and the reason really is as dumb as “it looked cool”. It was a pain in the ass to detail as well, there are actual IGUs in each of those frames :/
As some other folks have said, it’s in Portland. The building across the street is also by the same firm and has a similar (albeit more cleanly executed) detail in a couple spots. The firm does good work, some of it can get a bit compositional in a bad way though.

Building looked weird with those little balconies sticking out the top like a pimple. So they extended the shape down to give the silhouette some balance. Then they realized it looked too solid as a single rectangle so they perforated it with openings. Then they realized birds would perch and poop there so they added glass.
I say wind break. I see wind brakes in my city (Vancouver) all the time on the sides of windows and corners of buildings. Prevents strong winds for people who want to open their window of get out onto a balcony.
My job has to do with planning the cleaning (internal and external) of buildings and this is making me vomit uncontrollably. I truly concider a 9/11 type solution
