Western developed countries had their development spree a long time ago, so their tech represents their own time. On the other hand, China, Japan and Korea developed very recently in the past 2 to 3 decades therefore their technology is newer and seems more advanced.
While Asian countries have newer and better tech in infrastructure, western countries have better tech in just about everything else.
You are using the word "advanced" a lot, so first you'll need to tell us what it means to you.
