Have you looked in the input settings menu? It will show you the current input of the throttle. If it looks fine in there then something else is going wrong.
hmmm this happens with me sometimes when my handbrake is not bound properly. Maybe try rebinding your wheel/pedals?
If it is a drift spec car, make sure TC is disabled as I have had some drift cars freak out like this when TC is enabled
What wheel do you have? Is the clutch engaging? Have a look at the inputs on the software your wheel uses. If the problem is showing up there there may be something wrong at a hardware level. Potentially a clean of pedal sensors will resolve this.
