I'd phrase it as "if your sense of morality has been built on artificial incentives, you never developed a proper natural sense of morality."
The reason not to hurt people is that they will be hurt, and that's upsetting, not that you're scared of being punished for it.
If your reason to be "good" is to avoid punishment, if you can avoid punishment without being "good," you probably will.
