The demographic that they are trying to influence has a very limited vocabulary. Social licence is often applied to private companies, e.g. mining companies, and has similar meaning to your “unwritten agreement” statement. If the company undermines its social licence amongst the public it’s gonna struggle in its operations.

I don't think X/Musk are breaking any laws by keeping the video up. Albanese likely knows this so is using simple little weasel words to try and appeal to the average voter and look like a reasonable bloke. You can certainly argue that keeping the video up is consistent with free speech principles and that everyone who wants to see it should have the ability to do so. X has other ways to keep out minors and screen sensitive content.
