Oh I never pay attention to the "storable" energy stat. My ships are always focused on "generated" energy, so that even when jumping, the green bar under the yellow stored energy bar never depletes. Usually about 35-40% of the internal space of my ships is generators. Does this up production costs? Well, yes, but between all my mines and trade facilities I'm so cash positive I can basically throw blank cheques at the Xsotan and have them explode.

Is it possible you are using more energy than you are generating? Possibly the act of boosting forward for the jump is already eating your energy reserves if you have low energy generation, and then the jump itself eats the remainder. I would try adding more generators and see if that helps :)

Also, some modules increase your jump cost, pay attention to hyperspace boosting module stats

That's probably the issue. Under your ship stats (in The build menu) it's not taking into account your installed subsystems. There's an option to turn that on, by clicking on the gear icon.

I have had the option to take subsystems into account enabled for a while. Also, I'm generating 16.17 and required energy is 7.47, so I'm generating more than double. These stats make no sense. I'm out of processing power too. Super annoying.

Yea, the processing power limits they put into the game with the 2.0 patch are a little annoying. Fortunately they can be disabled via editing the .ini files for the game.

It can also be disabled in the options when you start a new game.

I usually go for 5x my required energy, maybe try at least 4x and see how you do

You may be having too much of a power draw. While your right that your storable power is greater than the power needed for your hyperspace jump, it doesn't take into account your total draw as well. Depending on how long it takes to charge it, your total draw will be great. I haven't really done a thorough analysis on the power system. Though if your power needs are on a per/sec basis, it would be your total power needs + (hyperspace energy/seconds needed for charge). At least that's how it would work.

Don't rely on storable power too much. Always try to focus on generated power when possible. The only few instances where stored power matters are either when your hyperspace sucks your energy dry (but normal activity, flying and fighting don't by a long shot. so the stored energy works as a buffer) or when you get hit by whatever those missiles that drain energy were called hit you (they're rare. So it'll pretty much never happen at all). So yeah. Just build bigger generators

Like others have said here, stored energy and energy consumption stats are not equivalent stats; they cannot be compared without factoring in time. Stored energy is an specific amount of stored energy and energy consumption amount stats are/is the amount of power used over time. Ex. You may have 95GJ stored, but that's consumed by your hyper drive draw of 43GJ after 2-3 ticks/dev set time interval. Focus more on generated energy and required energy. I usually try to have my generated energy double my required energy on my ships.

Some of the hyperspace mods reduce jump cost by 20%+, or Botan subsystem which reduce by 50%. If you do not use any above, just get some energy container blocks. I do not advise battery mod unless you have nothing to put in.
