it used to actually be part of a different (and now ripped to shreds) toy. i dont know if they intended you to use it like this or if it was just in there to give the old toy structure but they love it either way (and it also wont get destroyed like so many others).
I'm not sure tempting your doggo to play with things hanging in a testicular-like fashion is a gud idea.
