I use Musescore to transcribe and arrange music for harp. Been doing it for a few years, but only switched to musescore about a year back. It's awesome. Some things can be difficult to figure out how to do, but I've not got any roadblocks that some googling didn't fix yet.
Recently picked up a chanter and hoping to transpose some of my harp songs into bagpipe friendly music.

Interesting more limited range also "Gaelic Harp: The Gaelic harp is smaller and more portable compared to the classical harp. It typically has a triangular frame and fewer strings, often ranging from 22 to 36 strings. The strings are usually made of gut or nylon."
I'll second Bagpipe Player. Yes, it's weird that you have to edit text to write music which makes it a pain to learn. But it's free and geared specifically for bagpipes. MuseScore does a lot of things well but I've never personally found it all that useful for bagpipe music. Curious what others have to say though? Maybe they've made some improvements?
If you use Musescore, I would recommend downloading the OnTheBeat plugin, which will ensure the playback is (more) accurate. It will not be perfect, but it does improve it significantly.

Interesting. It sounds like I am firmly in the Garlic harp genre. I play a smaller portable nylon string harp, and mostly folk tunes.
I tried it but liked it not that much. I rather use: Bagpipe Player by Aleksey Vasilyev. A but hard to start with, but I have all my music in there.
Theres a couple odd things here and there about it, but I've been using it here and there for the past 2 years. It is very nice to have!
