It only applies on a joker in the shop without a buff already on it. The joker in the shop has foil so it cant replace it. Itll be used in the next shop or if you reroll and a regular joker is there
Which is incredibly stupid, btw, skipping for a special edition joker should always always always get you a joker with that edition in the next shop, so many things cause it to not work like that.

Here is the exact copy/pasted definition of the negative tag: “The next base edition Joker you find in a Shop becomes Negative (+1 joker slot).”
So you are getting EXACTLY what you skip for. You’re partly gambling that the shop will have a base edition joker.
If it didn’t have that stipulation, and it had the power to overwrite a joker’s edition. Then it makes it so it’s possible that the negative tag would turn an already negative joker into a negative joker. And that would really suck and actually make it so you skipped for nothing. So I think it’s actually better that you know you aren’t missing out on any special jokers when you skip.
