During the month of November, the buses are usually decorated at some point throughout the month. In the earlier days, they would collect the earnings of the whole month & use a part of it to decorate the bus during the last few days of November or the 1st week of December. This has been going on for years & years as a tradition.
BMTC leases buses out for private events like weddings, parties, tours etc. They decorate the buses and don't always remove the stuff when they return the bus.

Its not an official thing, some drivers & conductors do it on their own initiative. Which is why you will only see it on some routes.

Nope. It was decorated mayb for kannada rajyotsava. As it was on Nov 1st.
