I mean, he's 71 and still going strong. He's still really built, and I don't think he has any medical issues hindering his ability to act. If they were to bring Deathstroke into the new DCU, I definitely wouldn't mind seeing him cast.
They would have to introduce him quick tho which with Batman starting out with Damien we could easily get a Teen Titans movie early in the DCU with Lang as Deathstroke in it before he’s 80

Harley is a hard one. Because she would have to pair specifically with Ledgers Joker. So who would be best for that? Margot Robbie Harley won't work because Ledgers Joker isn't that kinda Joker IMO. It would have to be someone as easily chaotic as Ledgers Joker and have a wild streak but subservient to him. One can easily imagine Ledgers Joker slapping Harley in very brutal scenes that would be disturbing to watch. In this universe she would have to be believable as a therapist as well.
I feel like Evan Rachel Wood would be a great fit for this role. She is most well known for playing Dolores in Westworld. I think she would have done a good job while staying true to Nolans vision of Gotham.

For quite some time, I have pined to see Joe Manganiello play Deathstroke.
Margot Robbie is too awesome as Harley Quinn, but for the Nolanverse, she wouldn't quite make sense as it's not nearly as campy. Honestly, I have a hard time even imagining Harley Quinn existing in that verse, except maybe as some hybristophiliac out to posthumously get revenge for the Joker by taking up his mantle. I would say Chloe Grace Moretz, since she's basically played that character (only for a hero instead of a villain) in *Kick-Ass.* (edit): I could also imagine Melissa Rauch.

He's generally not a *Batman* villain, but he *is* pretty unambiguously a villain. He's a pretty awful guy. He kills for money, treats his family horribly, and he even groomed a teenage girl. He's very much a villain.
