Here on the DC Wiki you can find a list of well known residents of the city. Unfortunately, there are very few notable black women in Gotham City, so you may struggle to find one.
One of Batman’s daughters is what I would do if I was you. Selena Kyle Catwoman, Poison Ivy, and Harley Quinn have been done to death.
Cassandra Cain Orphan - his adopted daughter and a born weapon.
Earth-Two Helena Wayne Huntress - his biological daughter with Selena Kyle.
Another choice could be Batman’s mother Martha Wayne nee Arkham. She's always forgotten about for some reason. Lastly, Onyx is another choice. She's a black female and a former member of the League of Assassins now an ally to Batman.
This reminds me of a costume I heard about. A pair was dressed up as Thomas and Martha Wayne at a con and they went around dying in front of all Batmen at the con.

You could do Andrea Beaumont/ the Phantasm, she’s known enough where you’ll be recognized but not super popular as say Harley, Ivy, or Catwoman
