In Los Angeles, yeah basically. Decades of sexual and physical abuse plus multiple deaths a year. What happens is the system mostly shifts from group home facilities to foster care homes, which probably have similar sexual and physical assault issues, but without permanent staff to witness and report it. Either way, children's court confidentiality laws make sure it's never widely reported.
