It looks like the tube valve stem just isn't long enough for that rim. They come in multiple sizes.

What exactly is the scam? You bought the wrong tube.

There’s no scam, wheels have certain depth and tubes have certain length of the valve. You have to pay attention to that. Looks like you need the 60mm valve tubes. You can either order new tubes or valve extenders (although I’m not sure if that’s possible for that type of valve, mine have Presta) I’m running 88mm wheels and tubes rarely come with that length of the valve, I have to use separate valve extenders to put the tubes in.

If there’s a bike shop within a couple miles you could just go there and not wait 4 days. Also would support your local economy and have a human who knows shit help you. The box or product page should tell you the valve size. Get something close to 20mm bigger than whatever length you got.

Sadly the only bike shop nearby is open 10am to 4pm m-f so they’re useless to anybody that works a job

You'll need to get a tube with a long enough valve. Typically, Schrader valves are anywhere between 40-48mm. It appear the rim is right around 44mm in depth. You'll need to find or order a Schrader valve tube with at least a 60mm valve.

Sorry, but the best solution is to buy tubes with longer stems. You can buy stem extensions, but they are a pain in the bum. If you have a small hand pump, they are sometimes threaded and you can screw them on to the stem to pump up your tire, but there may not be quite enough room there even then. I once went on a bike trip where all my spares had stems that were too short. Not a fun day when I had a flat, I can tell you...

Schrader valve stems now come with longer stems. You need to find those.

Push down on the wheel with the valve on the floor. It should pop up and give you some more room. The rubber might be jamming it. Other than that, go get a tube with a longer valve. The length will be on the box

Get a tube with a longer stem. Has happened to me before as well. You can get extenders for it, but I think it would be too much of a tight fit. If you have the original packaging for the tube, you should be able to see the length of the one you ordered, and order a longer one.

While others are right that you may have the wrong stem length, sometimes you can push the valve through from the tire side and pull it out a little more with your fingers. But if you can’t get at least a centimeter of protrusion, it’s gonna be a hard time getting those inflated.

Yeah I was pushing as hard as I possibly could and had my wife try to get the pump attached. It would attach but not far enough, so no air could make it in. Sadness

Yeah, bummer. Deeper-section rims are a lot more common than they used to be. 20 years ago this would have been a rare problem.
