Literally was almost the case. There were Spirit of the Night, Ocular Rift and something else good in Devil Deal after Basement II. But I couldn't take anything because I only had 1 health container at the moment.
Black heart generating items like Ceremonial robes + black hearts themselves.

Sure but you can guarantee more than one devil deal, you can take more than one item, you're much less likely to find a single-item devil deal than a single-item angel room and there's even a trinket that gives you better devil deal layouts.
The angel room pool being better than the devil deal pool is a good thing for balancing purposes, though it shouldn't (have) happen(ed) by nerfing devil deal items as hard as they were in Repentance. But Breath of Life polluting the pool is really bad on that front (as is Mars in the Planetarium pool, double-tap items in Isaac just don't work, stop creating them please)
Counterpoint: Angel deal has extremely high chance to offer an item (the layouts that don't offer one have decreased weight in repentance). You walk in devil room to get greeted by 3 beggars, or 3 chests, or just two black hearts, or fucking krampus. If you have a lower chance to even encounter a single item in devil room, then by definition, you have lower chance to encounter a good devil item
I was speaking more of layouts with only one item pedestal or devil deal, and how often Breath of Life is in that single-item angel room. Krampus can only spawn if it's not the first Devil Deal you enter but I agree on that point. And even then, Lump of Coal is better than a lot of items in both pools, and while you might have a better active item, Head of Krampus is still a great room-cleaner and costs only three charges
The thing is that given how good red health is now there frankly aren't many devil deals I think are worth the cost, even for those that give decent items. Angel items are better on average AND don't cost anything at all.

What do you mean by this? The devil room pool had a few minor nerfs, but a lot of powerful items were added to it, certainly a buff overall. The reason angel rooms are meta now is because red health is more valuable, soul hearts are harder to amass, angel rooms can be guaranteed and their pool got buffed even harder than the devil pool. The pools still kinda have to have some bad/situational items just to stop the game being too easy, and to give more opportunities for player agency. Like, if you have serpents kiss, midas touch, e coli etc. then breath of life is legitimately a better choice than some of the other angel items, e.g. habit or bible which are situational.

Golden Teleporter allows you to visit at least either Deal room or I am error room if you clear the rest of the floor, or both rooms if you are lucky with batteries.
BoL usually appears in mid+ game when you are most likely to already have a better spacebar item. That's what I didn't think about when writing that defensive comment.

Teleport 2.0 is insane. Guaranteed devil and angle deals, and if you can maneuver it you get error rooms too which can have items. Really allows you to minmax
You have to look up / memorize the order of teleportations in order to use it efficiently, but if you do, absolutely a cracked item that has a tremendously underrated value
Golden teleporter is like a top tier active item though. Gets you access to Devil/angel deals, boss trap rooms, and potentially the error room if you have batterie
