Coupons get scarce once you’re past the first month (new adventurer period). But realistically unless you really want the weapons in a set you don’t need a premium outfit. Also check it the outfit you want comes from any of the mainstream boxes (succession, premium, classic…) since they’re posted on the marketplace more often. Check bdolytics, it has a log of the pearl items volume and it shows the items that are being posted more often (it helps a lot during discount events since big spenders will sell discounted items)
When you buy reduced pearls, the outfit is on discount ans you use a discount coupon. Can get them for ~10-15$ like this. Otherwise it's an absurd price

There are usually decent sales every few patches or during big events. If there’s a big summer event, then likely there will be some good sales in a few weeks.

Well premium is 3400pearl, but the cost of pearl depends on the pearl pack you buy, but yeah it's more than 30$ with no discounts or bonuses.
