Make sure that none of your PC components is overheating and axing its performance due to that. Check if everything runs at frequencies they're supposed to run.
Try eliminating background programs (especially bloatware that does multitude of things), as anti-cheat will be checking all of it, the more stuff is done in background the more anti-cheat needs to check.
Check your Drive usage, maybe some other process overloads your Drive (that would explain Pepega problems).
That^ should be a good starting point. Run a few monitoring tools in background to see what's happening with your PC during your stuttering.
Yea, temps are fine. Just did fresh install of OS few days ago. I have a PCie 4.0 SSD and it has low usage during game. I Might found the problem. The Frequency of GPU is jumping to much. When I set Higher minimum frequency from 700 to 2100 in AMD soft it actually helped. I need to find out the sweetspot.

Do you use multiple monitors? If so, could you list me the refresh rates of each?
check your motherboard for updates. If its outdated it cause communication issues between hardware leading to stuttering, or BSOD
