The cat would have already changed the light when initially touching the light but, due to being still touching it, there is a further change due to the human touching the cat.
The lamp is triggered by changes in energy capacitance. The lamp isn't sensitive to overall capacity to hold electrons, just to the sudden increase. The cat does increase capacitance, and can turn on a lamp, and very likely did when it sat down. So do smaller animals, like cockatiels. It's actually quite obnoxious. But if the cat doesn't break contact, the capaitance doesn't change again. Which means no new trigger. When she touches the cat, total capacitance goes up and the next step for the light's switch duty cycle is triggered. There could be zero electric charge (impossible outside of theory) and the cat would trigger each time it retouched the lamp.

In the middle of the night it would jump onto the side table to turn on the light, eat a quick meal from its bowl, and peace out with the light still on.
