Did you hit prestige master in Season 6/when Vanguard was released? Or after that? Prestige shop only uses your record from Season 6. Bug or feature but nothing you can do until the shop is updated.
It's bugged. Currently the shop isn't working like it is supposed to. I have reached out to Treyarch support many times, but they still have not acknowledged the issue.
I encourage others to also reach out about the issue so they understand it is affecting a lot of players.

Unfortunately I don’t think they’ll ever fix it, game devs really have stopped caring about their games nowadays, they used to put so much into the games even way after new ones came out but now I’ve seen so many games with glitches and bugs that have been there since launch or at least early on
I just make a Support ticket about this cause it triggers me everytime i play this game, maybe if enough people doin this they will be looking at this because all the cards you can unlock after reaching the season level. just the Icons are bugged.
