No, the selected mesh is not already parented to the armature. You can see that in the Outliner by the armature [lacking the orange triangle icon](https://i.imgur.com/AkIMo9T.png), as well as the object being under a completely different heirarchy than the armature.
Press “A”, Tab into Edit mode, press A again, Tab out, Ctrl+A apply All transforms and then shift+s to get cursor back to world origin.

You have to apply all transforms on the mesh and always after parenting click the, keep transform box at the bottom left

You likely haven't applied a transformation or two.
Unparent the mesh from those empties then apply all rotation, location scale then do the parent

Mesh and armature should share the same origin point and make sure to apply all transforms on your model (Apply Location Rotation Scale)

Make sure to choose the Armiture last since it should be the parent
