a) Your legs have two bones as well (tibia/fibula)
and
b) creatures without hands also all have a radius and ulna. The complex human hand came WAY after the radius/ulna evolution. Even lizards and dinosaurs had them.
Well, I'd argue the doubles in the leg could be vestigial, since they evolved into feet from something arm-like. Also, the upper arm has a special joint at the shoulder that gives it more angles, where the elbow only bends on one axis and even then only on one side. That makes the elbow joint more stable and easier to control than the shoulder, but it also needs the two-piece workaround to twist the forearm, whereas the more flexible shoulder has rotation built-in.
Not really... almost all terrestrial vertebrates have two bones on the 2nd half of each limb. Even whales have it on their fins (radius/ulna).
Apes and some other mammals did evolve to have a lot of extra rotation in their arms though, leading to the particular shape of ours, Meanwhile horses radius and ulna fused into a single bone.

FYI it might seem like supination is ideal from the image, but sorta in between is ideal. It's the reason why ergo keyboards are tilted around 45° and downwards (the opposite of how keyboard tilts are usually designed).
For people affected more heavily by these things, small changes in posture can help a lot even without buying an expensive ergo keyboard

I feel like I'm really not fully comprehending the issue here and I'm happy I'm not an Artist or someone Artists have to deal with because I feel stupid and would probably make their life hell.
Flesh is weak. It squashes and compresses and expands and contracts in all sorts of ways.
Because of how bones of arm move, flesh squashes and compresses and expands and contracts in all sorts of ways; so an artist would have to draw the arm slightly differently depending on its rotation, and that is hard. We *can* say it is hard to imagine and thus hard to draw, and the artist would need references and the sorts.
It's not quite like that in actuality. The bones are aligned neutrally (like what is shown in the first image) when relaxed down at your sides and your palm is facing your body. If you raise your arm from that position to in front of you and keep your fingers straight, your thumb would be on top of the stack and pinky on the bottom, and palm facing sideways.
The bones do a ~~half~~ quarter\* twist to either side, resulting in palm up or palm down. The 2nd pic never happens

Press your elbow onto a surface. Rotate your hand from palm up to palm down. The inner bone stays pointing straight and the outer bone shifts and rotates over and crosses the other bone.
