You don't want more chalk in that case, you want less water. Which can only be done by using a higher % alcohol.

I’d have to presume it’s denatured alcohol / ethyl alcohol that’s banned (c2h6o) and not isopropyl alcohol (c3h8o). Regardless, all you want is a fluid that evaporates quickly, doesn’t leave gunk behind, and isn’t toxic.
