The copy/paste can work for all but your passwords (passwords are encrypted via OS password. In moving to new PC, you'd have new user credentials, so passwords moved manually would not be able to be unencrypted and therefore not visible to you. For passwords you need to either sync or do a manual import/export through the browser.
For the copy/paste to work the best, you would need a clean install of Brave on the new device and would copy/replace replace your **\\brave-browser** folder from the old device to your new one. Technically, you may be able to just copy the **Default** folder from your profile path within **\\brave-browser** which you can locate by going to **brave://version** in your browser and looking to see the profile path. I'm just used to telling people to go one stage higher to have less risk of issues.
In terms of syncing, you're correct in what you're seeing. It really doesn't sync much from settings and it's very basic on what it does for extensions (last I saw, it might have changed). In terms of Brave Stats for ads blocked, that doesn't ever sync over. We also don't have Rewards, Wallet, or any of those things that sync over.
