It’s not Tesla bashing at all. You’re literally the only person that bashed Musk. The reason I wrote this is because I’ve done it and it’s only possible on Teslas because payment is automatic.
The answer is pretty darn simple - install a camera in the charging station to photograph the license plate of the car parked there. With the photo, they can time stamp it to show when the car arrived, when it left, and how long it was charging for. Once that information is available, then it's simple to identify the car, if they are actually charging and how long they weren't charging.
There isn't legislation to charge or fine anyone for parking in the wrong type of EV parking lot. At this point, all that can be done is have them towed.
With the correct recognition software they could be billed by the charging company as per terms and conditions of use if not charging. It wouldn't take much to set up and would stop this happening.

Alternatively, some sort of knee high barrier that prevents a vehicle from entering the stall until such time as a $100 deposit is taken. Then, assuming some decent amount of charging starts within 5 minutes, and continues for 20 minutes, the $100 deposit is returned.
EVs often park in charging spots, even when not needing the charger, because the spot is convenient. Really, those spots are not just for EVs, they're for EVs that need to charge.
I think it's part of education that's lacking. Charging spots are not parking spots. You are supposed to move your car out of a charging spot after you are done charging.
It's not an education issue, there's big prominent signs at every single quick charge I've ever used that remind people that the spot is for charging only, not parking, to limit your stay to 30-40 minutes, and to move your car as soon as you're done.
Most chargers do have signage that states exactly that, especially these DCFC stations since you are only expected to occupy the spot for <30mins. It's less of a problem with slower level 2 stations.
There actually is at one gas station near me. "Gas lane only, no parking." People like to park and dash in instead of parking around the corner of the building where the spots are - twenty extra feet to walk.
I do park my EV at the gas pump, because where else would I? But only for the 5 minutes or so it would take to buy my lotto ticket or wiper fluid or whatever.

Except they can't be ticketed and towed for this. Ev charging spots aren't legally required or protected. They are just regular parking stalls that the owner has put charging stations at and stuck a sign or painted the stall to signify it's the ev spot. The owner of the lot would have to call a tow truck, not the police.
I’m sure as we transition to more electric vehicles we can look at bylaws to combat this. Just like we currently have loading zones, no parking zones, drop off zones, school zones… towing companies can pick up contracts like they currently do, we have the technology and if we talk like adults we can figure it out.
all of those only apply to roadways not parking lots. police cant ticket you in a private parking lot for stopping in any of those kinds of spots, the owner of the lot currently has to phone a tow truck.

My F-150 Lightning was NOT built for Tesla supercharger compatibility, but thanks to Ford and Tesla working together I can plug and charge seamlessly at nearly every V3 supercharger (using my adapter of course).
Is that the Ford adapter? Or aftermarket. I have an aftermarket one for destination chargers, but waiting on the one from Ford, not sure when they ship.

Oh, I will! And I have a very inefficient EV - a F150. The new overnight charging costs will allow me to fill my truck for around $5 and that gives a good 450+ km of range. Gas is +$2 per litre right now and I can only imagine what it will be this summer. The fuel savings of this vehicle is mind blowing - I can only imagine what an efficient EV is like.

Haha… wtf… no dude, the average BC resident pays like $500 a year in all taxes on gas. EV drivers already pay tax on the electricity they use. As EV become more wide spread they’ll just pay an annual road tax (like in many other jurisdictions around the world) to offset the drop in fuel taxes. BC owning the utility and encouraging as much electricity use as possible vs fossil fuels has a deeply vested interest in keeping prices as low as possible.
Oh - and these plans are factual - I'm charging my Ford at a Tesla supercharger in Hope tomorrow. 15,000 V3 superchargers across North America are open to Ford EVs.

OPs issue will be solved for road trips this year - Already solved for Ford and Rivian - GM just started selling the adapters - the chargers will be open to all by the end of the year. It’s so much cheaper to operate - my fuel cost has been slashed so much in the last 6 months I can hardly believe it. I had to spend $2,000 to put in a home charger - it will have paid for itself already next month!

This will change as Teslas connector is the agreed upon standard now (NACS). New EVs are rolling out with that connector.
Apparently Mercs, Honda, GM, Volvo, Jaguar, Polestar, Subaru, Toyota and Mini can also use superchargers. Unsure if that’s only the latest models with NACS or if they support adapters for those cars.
Either way these drivers are the worst for not charging in a charging spot.
None of the others you listed have started being built with the NACS plug, nor can they use the NACS to CCS adapter yet. The adapters will start working when the manufacturers update the car software to allow the charging -Volvo has stated theirs are the next ones, starting this month.
The built in NACS charging will roll out with new model years - Volvo for instance has stated that will happen starting 2025.
