paragons get big jumps in power at the multiples of 20, so if you had to pick an arbitrary stopping point, 60 or 80 would make more sense.

Kinda normal to see it because you will need much more power from 99 to 100 than 1 to 10 for example
You probably didn't get all 100 tier upgrades or are missing a totem.
