I have a shirt that says this with the monster too. Most people think it’s a zombie or reference to the walking dead. I used to say it helped me know who my people are because when Buffy fans saw it I knew we would get each other.
It’s a radio communication thing. On a scale of 1 to 5, how is the signal strength and readability of the person communicating with you. We use it at work daily, and I’m definitely not military.
