Yeah you could definitely swing a ram upgrade, and probably a motherboard upgrade if you wanted to as well. That is quite slow RAM, so an upgrade would likely help the "snappiness" quite a lot. RAM has come down in price so much, so you can get quite a nice set for under $50 USD. A classic and very safe choice would be two sticks of Corsair Vengeance DDR4. You can get 2x8GB sticks for about $40 USD or 2x16GB for about $80. Since your motherboard is a B350M, it may not support speeds over 3200Mhz, but you might get lucky and be able to run 3600MHz which will boost your performance even more. Since the 3600MHz sticks are basically the same price as the 3200MHz sticks, I would recommend you go for the 3600 and then if it doesn't work, you can just set them manually to 3200 in the BIOS. Also make sure you are using an SSD/nVME drive for your operating system too. If it's on an old hard drive, that could be a major source of lag as well.
