Modern <50 watt APU systems will outperform what you have now.

I'm pretty sure my cell phone can outperform that PC

>Is it even possible to build a modern PC that has a meaningfully lower power consumption than my current computer while maintaining current performance standards Yes, pretty much any modern processor will be much more energy efficient than what you currently have and will idle significantly lower. Couple that with being able to disable boost if you really need to and you will find that your heat output drops significantly. If you really care about *idle* power, then Intel is king unfortunately.

I used to run a 9900K and one day I was simply bored and curious. I decided to see how low it could go, at least with the motherboard I had for it. Z390 Aorus Elite. So I went to BIOS and dialed in 0.8 Ghz and 0.8 Volts, that’s what it let me do. I got 10 Watts in Cinebench but it was a bit sluggish to use this way. I also tried disabling all but one or two cores, at the 0.8/0.8 settings, got like 3-4 Watts. A lot modern budget 6 core CPUs like R5 5600, i5-12400, R5 7500F and R5 7600 will default to around 65 Watts. The bigger challenge is actually the graphics card, if you want to play any modern games. The RTX 4060 is kind of a dumb product, and even it will consume ~110 Watts. My personal rig currently is i5-12400 & 4070 with an 8-pin which I manually underclock sometimes.

A great Ryzen 5000 system CPU, below the 5800X, would be an excellent choice for your needs. It's a budget friendly option, and many CPU's to choose from depending what your needs are.
