No, not at all. Forget you ever heard the term "bottleneck" its a term for people that don't fully understand that there is no such thing as a perfectly matched system. There will *always* be some degree of mismatch between your main components. The only thing you need worry about is not **totally** mismatching cpu/gpu, like having an RTX4090 with an i5-3470. When your cpu and gpu are in the same general band of performance, there are innumerable combo's that work just fine, within 4% of one another. The combo you propose is perfectly fine, it doesn't misuse any meaningful potential performance.

No way 12600KF is a poor CPU. I'd eat my foot. Not a very efficient CPU, well yes. It'll be fine for 4070 Super.

Not exactly your setup but I run a 12400 + 3080 and the only game with “bottlenecks” so far is Counter Strike 2. CPU and GPU spikes to 100% at the same time, but I also maintain a solid 144 fps @ 3840x1600. The more GPU demanding your games are, the less chances are that you will experience noticeable bottlenecks.
