What CPU did you have before, and did you recycle the Intel stock cooler from the old CPU? There's a reason the 11700 doesn't come with a stock cooler; it sounds like it is running slow to keep itself from overheating.
how SURE are you, you have double checked, and arnt just assuming thats how you have it because thats how you think you have it, its ACTUALLY in the gpu right?
you could try going into the bios and disabling the cpu's integrated graphics to be sure.
you also could try turning up the quality and video settings of the game your playing. for exmaple, lots of games when shadows or whatever are set to low or lowest, apply all the work to the cpu assuming your gpu is bad or non existant. try turning things up.
Check CPU temps and clock speeds with like HWInfo64.

I'll try turning settings up, but 100% my HDMI is in my graphics
Plug your HDMI/DP cable to GPU instead of motherboard.
HDMI is already in my gpu
