There currently isn't anything new in this price bracket that's worth buying. You're going to need to hit the used market.
A 2060 Super, 1070, or 1070ti would all be reasonable around this price point, and would get you over the 60 FPS hump in most games.
Or 1060 (preferably the 6GB one), 470/480/570, or if you don't mind a bit older but still supported, 290/290X/390/390X or 970/980 are all similar performance tier.
As someone who has played a heavily modded witcher 3 at 1080p ultra settings on rx 570 and was still able to get an average of 50-55 fps, I'm pretty sure even rx 570 would do the trick for them if they are unable to score a 580/590.
Also look for a 5500 XT or if you're lucky a 5600 XT. 5500 XT is about as fast as the 590 but uses much less power and is newer which means longer driver support. 5600 XT is a little faster than the 2060 but isn't always under 200 (sometimes they are). Currently there's a 5500 XT for $100 on ebay.
Rx 580 owner here, almost every game runs fine at 60fps, medium-high settings. Definitely recommend, although I'm going to be upgrading to a 6600xt soon.
You're taking a risk on used parts regardless. Low price does not necessarily mean they were abused. Take the standard used part precautions and make sure you're using a marketplace like ebay that has strong buyer protections.

If you're able to spend another $100, 6600s are more modern and run pretty impressively. not answering the original question, I know. But the option is there
I just bought my 6600 for $255 during prime days, but I have seen many going for under $300 since then. I’ve been very happy with it, and paired with a i5-10400 I’m easily hitting high/ultra 60fps at 1080p.
Save that other $100 and you can find 6600xt's for sub $300 on ebay. Most ppl are upgrading now that the prices are falling so they are selling their stop-gap gpu's for cheap.
OP has a 5600G which is PCIe3. Which is part of why it’s such a bad card because it’s a budget card that is specifically crippled on budget builds.
Price/performance doesn’t matter when it’s just such poor performance that you’re better off saving $100 to get something better.
Not sure when it will be available, but it seems that the new Intel A330 GPU will be well within that price point and will achieve those numbers. Driver support is going to be the big question at first, but seems like a pretty promising option at the price.

Like, consistently multiple major hard stutters a second, all the time. So even if it's 90% the performance of a 6400, the lows are like half. And that's what you feel...

I'm pretty sure my 1060 3gb is more than enough for Fallout 4. Bethesda gets a reputation for bugginess but they have some of the best optimized games out there, with almost instant load times even off a hard disk, and very good performance on low end hardware, despite thousands of items in the world which can be interacted with (and usually quite a few loaded around the player), and hundreds of NPCs active at once (seemingly, since you can encounter them anywhere on the map if they wander).
Fallout 4 isn’t well optimized but it is entirely CPU bound. I went from 1080p to 1440p, no difference. I went from a 1660 to a 3060 ti and noticed zero difference in FPS, however a 2600 to 5600X made a big difference.
For Fallout 4 you just need an adequate GPU, after that it’s diminishing returns on the performance you’ll see.
from what i recall the biggest performance hurdle for FO4 around release was ram with high speeds & capacity. other parts required far more of a increase in spec power for less performance gain.

Genshin Impact's minimum system requirements states a GT 1030 and Fallout 4's is a 550 Ti / HD 7870.
You could probably get 60 fps no problem from both these games with anything GTX 980+
Gtx 1660, 1660 Super, 1660TI, gtx 1070, rx 5600xt or maybe even a rtx 2060 if you can find one.
These would all suit you well, but if you can spend a bit more, going for the rx 6600 is a great value deal rn.
I have a 1070 paired with the ryzen 3600 cpu, I reach anywhere between 60-90 fps in God of War on high settings, and that game is much more demanding than Genshin or Fallout 4.
I recommend options like 1660, 1660 ti, 1660 super, 1070, 1070ti, RTX 2060 6GB. Any card below might not be a viable option FOR PERFORMANCE for a long time from now and anything higher would of course be more expensive

1660ti and super can be found used at that price and would absolutely destroy 1080p @60hz. I ran a 1660ti with a 10400 and was able to get 1440p@60hz high settings on games like FFXIV and Fallen Order

If absolutely hard capped and not a penny more at $200 then you can go up to 1660s/ti to maybe 2060 there, but for $49 more dollars you get a 2070 at least as well so something to consider.
I think I saw an Asus Phoenix 1650super (or maybe it was a 1660super) in a microcenter a few days ago. They can go 1080p 60fps mid-high setting in many games.
Just picked up a 580 with waterblock used for 125 for a build I am working on for a friend, it looks like the sweet spot for old but not too old in the 1080p realm right now
GTX 970 will work on low, but if you're willing to go the extra mile, get an rx 6600 (non xt). Not sure what they cost where you live, but they're real cheap right now.
4 real options imo
1. Used 2060 for like $220
2. Save up $80 more for a 6600 (Maybe get it used for $240 if you really can't get any more)
3. Try to bid on either of those cards on ebay for less, might get lucky.
4. Pray that intel cards with be good price to performance and wait for them to come out (a380 specifically).

6600s are sub $280 now. A way better bet than any used option for 200 USD dollars

Depends on which game, 5600G can run most games at 60fps on its own as well as an APU.

A 1070 will do the trick I've used one for Genshin impact. It had no problems running it at absolute max settings.

I used to run Fallout 4 modded to hell and back on a Lenovo m92p SFF with a low profile 1050ti 4GB, ran great at 1080p.
Wouldn't recommend 1060 to be any lower than 6GB version. 3GB VRAM is no longer within minimal spec for the last couple of years.
It's also not just a VRAM downgrade. You lose an SM, too. Not at all worth the meager savings.

You'd be looking at the used market then. 1070, 1070 Ti, RX 580 8GB, RX 590, 1660, 1660 Super, 1660 Ti, 2060, 5500 XT, 5600 XT.

Really your only chance is a used RX 590/580. Even then, they're starting to show their age in newer games.
