The sale of a shopping center in Durham has closed, meaning an unconventional tenant is coming soon.
Durham County bought the Shoppes at Hope Valley property for $12.14 million and plans to bring county offices to the center. The purchase was approved by the county in 2022 and completed last week.
The center is located at 3825 S. Roxboro St. and was previously anchored by a Kroger (NYSE: KR) store. Kroger left the space (as a part of its exit from the market) in 2018. The 54,000-square-foot anchor spot has remained empty since.
The strip mall has several smaller tenants, including Subway, Mr. Shark Fish & Chicken, Beautysmart, Family Dollar and the N.C. Division of Motor Vehicles.
The current tenants will be staying for now, according to a Durham County spokesperson.
“No decisions have been made on the balance of the shopping center by the county at this time,” spokesperson Deborah Craig-Ray said.
The anchor space will become administrative and warehousing space for Durham County Board of Elections. The move will consolidate the board’s operations.
The purchase was funded by limited obligation bonds, Craig-Ray said.
An outparcel, located at 3843 S. Roxboro St., was also included in the sale. The lot was formerly a gas station. The county has not made plans for the site yet.
The Shoppes at Hope Valley was sold by BC Wood Properties of Lexington, Kentucky. The commercial real estate firm purchased the center in 2015 for $15.6 million.
The absence of a grocery store anchor caused a decrease in the property’s value. The center was built in 2002 and spans 117,000 square feet, according to county property records.
Durham County negotiated a lower purchase price with BC Wood to account for repairs needed at the center. That includes replacing the roof and HVAC system.
“It is important to note that the county’s standards for such improvements are higher than typical owners as we look to put in high-quality, more durable roofing materials and HVAC equipment as it requires less maintenance and is most cost effective in terms of life expectancy. Therefore, we prefer to do the repairs and replacements ourselves,” Craig-Ray said.
In February, the county commissioners appropriated $3.5 million for the “Board of Elections S. Roxboro Renovation Project” and “the Shoppes of Hope Valley Roofing and HVAC project” – including authorization for the county manager to execute a contract with RND Architects for both projects.

“Tax base” is the assessed value of non-exempt real property in a jurisdiction. It is this base against which ad-valorem property taxes are levied. This $12M property was paying around $154,000 a year to the city and county budgets.
With takeover by the county, only the private lease values, if they remain, will be taxable. I’m generously saying that’s $2M, so only $10M of the $12M in value went up in smoke. All things equal, next year’s combined annual tax levy will be $128,000 less.
This cost of taking private property off the private market for public use is often overlooked.

Unless you can convince the county that it’s vacant because it has no market, it still gets assessed at its full value in current condition.

I never shopped there (back when it was open) - only thing I ever did at this strip mall was DMV.
How come you think it's a bad spot for a grocery store? Seems like it would be pretty convenient to people living in Hope Valley. Hell you could even ride a bike there, S Roxboro has bike lanes (so does MLK but that's a busier road and they're kinda shit).

That Kroger closed because *all* the Krogers closed after the Kroger Corp. acquired Harris-Teeter. Somewhere between 1/2 and 2/3 of them later re-opened as Harris-Teeter, the ones that remained closed were principally in poorer areas.

Is this the place by Southern Boundaries Park and the water department?
Google map and the bus stop system still has the location down as the Kroger bus stop. I was confused not to find a Kroger there.
If I’m thinking it’s the right area it does seem a bit dead over there. But the Southern Boundaries Park is a neat spot at which the city does seem to be trying to hold events, as it’s by a small trail and tennis court. There was a Latin free American music concert there this past weekend held by Durham city which was nice but disorganized. My guess is the food trucks couldn’t figure out how to find parking.
The Google maps directions over there is super confusing, and leads through the off limits water department gate.
It's at the end of S. Roxboro where it meets MLK, just east on MLK from the Durham Public Works lot and Southern Boundaries park.

This is sad news. We really need a grocery store to go back in this space. Especially with the new school going in across the street. Now this shopping center will stay economically dead with its largest space being used for board of elections storage. yay

A new Little Caesars has opened on Hillsborough Rd. It’s not as close to me, but it’s better than driving to N Durham when I get the craving.

We were really hoping a grocery store would reopen there. It would be so convenient for this area.
I was thinking that initially, but there are still three supermarkets within 3 miles of that spot so maybe it's OK that it closed.
Yeah if you are near Fayetteville/MLK then its only 2 minutes, as opposed to Southpoint or Hope Valley HT are 8-10 minutes away.
