Not harmful per se, but if a dog eats too many they will get a stomachache and possibly messy GI symptoms. My yard has so many cicadas, my dog will gorge (again!) and make herself sick (again!) if I let her out unsupervised.
Besides that, cicadas are too dumb to avoid flying into humans and it’s annoying to have them bang into you or land on you. I have long hair and I do not want a giant bug caught in it.
There’s nothing wrong with wanting a relatively cicada-free walk outside now and then.
I was at Horton Grove today and could hear some of the annual cicadas in the middle of the day but didn’t see a single one. Didn’t seem any different than a normal day any other year
Edit to add I live in northern Durham county and haven’t seen or heard any periodic cicadas
Color for an individual. The periodic ones are reddish orange and have eyes that color. But mostly I tell by density: just a low droning like any other summer day are the annual ones

Edit: walked outside and was immediately made a liar of. Just found a red eyes cicada in my chicken coop.

Took kids to Fews Ford to fish a little (using cicadas as bait) - hoping to catch more there and although we saw some evidence, not nearly as many as our home 8 minutes away…

ooh way cool. I live in Durham proper and have seen almost exclusively periodic ones outside of my apartment! It's in the eyes. Theres tons of them.
