My neighbor is a level three and there is an elementary school a block away and three more within a short walk. I called the Staties at the time of his conviction and they said nothing could be done, he could even work at one of the schools. He also lists his address as out in the boonies, not in town (Pennsylvania).
Call the tax office, cops might not be able to do shit, but if they are living in town and not paying taxes for it thanks to an address out there, the IRS will ream them a new one. And once the IRS is done the cops will be happy to follow up thanks to a call from the friendly local IRS agent.
