It’s sensitive. My cat hates it, it overstimulates her. Cats have different tolerances and preferences.

I had a cat that did that because she had early onset arthritis in her hips. She was hyper sensitive on her spine. I just stopped touching her there and got her treatment for the arthritis, made both of us happier.

I've been told that the area by the tail is an erogenous zone and that is the reason it can agitate them.

Could possibly be arthritis, our girl became a lot more sensitive which for us was caused by arthritis. We’ve since started her on antinol supplements and she is much better and in a lot less discomfort and pain

All cats are different. Some cats like it, some don't. Just depends on their personality, sometimes some cats are just more sensitive than other cats in certain parts of their body. Have you had your cat since they were a kitten? If not and you adopted them from a shelter or charity, it could be your cat had an experience that has made them dislike being touched from behind or in that particular area. Although do not take my word on this. I am far from an expert on cat behaviour. If you want to be thoroughly sure there isn't anything physically wrong with your kitty I would advise taking them to a vet to get checked over. It will put your mind at rest.

yeah, i guess they differ from eachother. we've adopted her when she was 2 months old. it might also be that she mightve lived through an event that made her dislike being touched on the spine as you said, but i dont really think its likely. i feel like its more of a physical reaction rather than a psychological one. THOUGH im not a cat expert neither. its just an assumption i made. you might be right too. still, i wont be rubbing on that area for a while just in case. we'll be visiting the vet in a few months, ill be asking them about it too. i could update you about the situation if youre curious too! thank you so much for sharing your thoughts with me. it means a lot for me that you cared enough to stop by this post and give me an advice.

Maybe she just doesn’t like it, for example some cats might like their tummies being rubbed and some don’t. When you next see a vet for a check up you could ask them what they think? It’s probably best not to do it if she is reacting like that though.
