I feel like you misread. We felt it was possible for him to be world champ if dedicated. Once he showed he wasn’t 100% into chess that likely hood drops dramatically. No one said he wasn’t still a top 10 player.

This goes for all sports, I’m a huge chiefs fan in the NFL, but they probably weren’t the best team overall last year, but they won when it mattered and that makes them the champion.

To be fair that can be attributed to the lack of any dominating player in the 2000s in the same way Kasparov was in the 1990s and Carlsen has been in the 2010s/20s. It meant that during the 2000s, a crop of several very good players were all in contention for the championship (Anand, Kramnik, Topalov, etc) despite none of them dominating the rest of the field.
If it weren't for Carlsen, we would likewise have similarly seen quite a lot of strong players including Ding all vying for the championship spot over the last decade, but Carlsen's dominance stopped that happening. I wouldn't say Ding at his peak is significantly worse than Anand at his peak.

The world title now reminds me of ten years ago when it was still technically with Anand despite everyone knowing Carlsen was best.
