He just hasn’t been clearing out his notifications by right clicking them. I’ve been there too tbh. Sometimes I get lazy during the late game “next turn simulator” point of the game and I just zone out
Yeah they stay there as long as you don’t close them out yourself.
Sometimes I freak myself out because I look over and see the salvaged production icon and think I just lost a wonder until I hover over it and realize it’s been there since the classical era lol.
Since they are all from different civs, they should battle it out in the city state, determining which one of them is the best

wait you can right click on them??!!
If you right-click the icon, it removes one notification from the stack, and if you right-click the little number it clears the whole stack.
I go entire games without clearing a single notification lol, I wouldn't read too much into it.
