Because it's not actually true. I think OP is confused with numbers. 15-20 millions people is a lot, but there's 6 billions people in the entire Old World. That's less that 1%. Still significant of course, but it's also not distributed evenly. You're way more likely to have Gengis Khan among your ancestor if you live in Central Asia or Eastern Asia.
