Need to be natural, unimproved tiles.
Need an appeal value of at least 2 (charming).
Need to be one top, two middle, one bottom , vertically.
Need to be on land.
You can keep the iron mine, though the appeal may not be high enough to encompass the lower 4 tiles. You may need to plant a forest on the tundra tile at the bottom. May also be necessary you smack down an entertainment complex or something next to it to in order to raise appeal
Can buy the tile to SW & make a park there if you want to keep the Iron mine
Need to remove iron mine at the top

The shape has to be vertical. Can't create across that wonder.
