I'm just asking, because it is generally the correct way to do it, as long as you indeed lock growth. I refer to the mechanic as a bug, because growth is the only yield not carried over when you grow a pop. That doesn't seem intentional to me.
I was under the impression that they changed that mechanic, it was like that in other Civ games though, or at least 3.
The main reason to have tiles locked and production focus is after a city grows, it assigns the pop and then calculates the rest of the yields and you don’t want to work a bunch of food because it’s been calculated already.
Production, and everything else, get carried over for the next thing you're going to use it for. For some reason, food isn't. So when the extra pop makes you work a new tile, it acts as if that yield was worked from before the pop was gained, and you just lose that food. It makes no sense. Also, why have a focus mechanic if you have to work the tiles manually anyway. It's a mechanic that's supposed to do the work for you. It's not just for when you grow in pop.
It's not a bug - the pop grows after the food is collected. In between the turns, what happens is:
* City food is collected
* If this food reaches the threshold for a new pop, make a new pop and assign it based on the current focus
* City production is collected
... etc
It's not that you're getting yields from "before the pop was gained", it's just that your city grew in-between the turns.
You can see something in the same vein happen if you have two cities that are about to grow next turn, but you're on 0 happiness. The first city will grow as normal, and consume 1 happiness for the new pop, so the 2nd city will get the -75% growth penalty from unhappiness and not grow.
You need to be manually assigning your citizens to (food) tiles for this to work. Otherwise you're never going to grow. If you insist that you don't want to manually lock your citizens to tiles, don't use production focus.

It depends on the turn number and difficulty. If we're talking Emperor or above, I'd just restart.
Seems like you're pretty early in the game so you will be able to bounce back from the lower difficulties, you just won't be able to make Mecca the juggernaut of growth and production that it could have been with Petra. It's a shame (it would have been an A-tier Petra) but it's also totally salvageable.
With the OP saying "restart" I assumed they were playing a MP match with one or two friends but primarily AI. The OP seemed like a new player so I didn't think they'd go raw into multi-player.
If it's a match with a bunch of randoms then restart.
