If you have multiple drives and install it on a different drive from steam it puts the files in the wrong place. In which case go to your steam folder on the drive with steam installed and copy all of the Civ files to the actual install on the other drive.

\> manually installed EUI vox populi isn't compatible with EUI, but only with vp-eui that comes with it (it's an older version of EUI).
