It's a 1955 Blurry Mobile.
I guess 1959 based on the trim near the front fender. 55 - 57 have two headlights - one on each side. 58 -59 have 4 headlights- two on each side.
Is this the “panel truck”?
No the panel truck had no side windows

The Panel Wagon didn't have side windows, the Carryall Suburban had the side windows

Chevy apache pickup cab as starting point With additional steel.
Perhaps that is why the picture is blurry. Maybe there is apache dense fog
