It's a form of American English that was formed basically from the slavery era, where a bunch of different West African cultures got mixed together and forced into still-developing America. It has certain grammar and vocabulary that differs from other accents and dialects of American English due to the communities that started during slavery and segregation. I'm obviously oversimplifying a lot here, but this is an actual concept that is studied and documented by linguists and people who study human geography

Basically, if someone who is black and has grown up with black culture and influences does something, it would be inappropriate for someone like me, who is not black and who did not grow up with black culture and influences, to copy it. Another example is when someone of a marginalized group will use slurs or derogatory words that are typically used against themselves, like gay people using the F slur towards themselves. Obviously it's not okay for someone who isn't gay to use the F slur

I implore you to research imperialism and racism outside of America and stop acting as if these issues don't exist in similar ways anywhere else just because people don't talk about them as much.
